Expiration Rules — Details
Connecticut law is strong on this point: the money on your gift card cannot expire. CT Gen Stat § 42-460 prohibits issuers from placing expiration dates on the underlying funds of most consumer gift certificates and cards.
If your physical card shows an expiration date, that is the date the plastic expires — not the funds. You are entitled to a replacement card or another way to access the remaining balance (phone, website, or in-store).
What to do if an issuer refuses: document the conversation, note the date and representative name, and contact the Connecticut Department of Consumer Protection or the FTC.
Service Fees — What Is Allowed
Connecticut provides broad fee protection: dormancy fees, inactivity fees, and service fees are all prohibited on covered consumer gift cards. This means issuers cannot erode your balance through periodic charges.

- Any activation or purchase fee must be clearly disclosed before sale
The federal CARD Act adds a further layer: even for open-loop prepaid cards, inactivity fees cannot start until after 12 months of no use, and only one fee type may be charged per month.
Cash-Out Right for Small Balances
Unlike California, Connecticut does not have a state law requiring issuers to redeem small remaining balances in cash. Whether you can cash out a small balance depends entirely on the issuer's own policies.
What you can do:
- Check the card's terms and conditions — some issuers voluntarily offer cash-out for small balances
- Contact the issuer directly and ask if a small-balance cash redemption is available
- If the issuer is violating its own stated terms, contact the CT Department of Consumer Protection
Important: Connecticut has no state cash-out threshold. Promotional and loyalty cards are typically exempt from all state protections. Always read the card terms first.
